Assembly of Shareholders

The Assembly of Shareholders is made up of the 4 shareholders VMPA, GLIS, LGA and VdTÜV. VMPA holds 51 % of the share capital and with its chairman it also provides the chairman of the Meeting of Shareholders. The Assembly of Shareholders appoints and supervises the Managing Director who represents the DAP. In addition, the Assembly of Shareholders appoints an Advisory Board which is made up of representatives of interested parties in the field of accreditation. The Advisory Board advises both the Assembly of Shareholders and the DAP Managing Director.

In the Advisory Board, there are stakeholders interested in the accreditation system. As a steering committee, the Advisory Board advises both the Assembly of Shareholders and the DAP Management.

DAP is qualified essentially in its Sector (Technical) and System Committees. In the current 10 Sector Committees, technical experts and managers from industry, science and governmental authorities undertake tasks specific to their areas of expertise, such as:

  • drawing up guidelines for the accreditation (checklists, technical criteria for accreditation)
  • specifying the requirements on assessors and their level of qualification
  • training and appointment of assessors and technical experts
  • appraisal of submitted documents of assessors in the decision-making by means of recommendations on accreditations as well as suspension or possibly withdrawal of accreditation.

The 13 DAP Partner Institutions play an important role in implementing accreditation procedures. DAP collaborates closely with these organizations, operating on the basis of general agreements. They provide the majority of assessors and experts; at present there are approx. 200 assessors and 150 technical experts in regular deployment. DAP offers training, seminars and an exchange of experience for the assessors and technical experts. The assessors and technical experts are regularly appraised by the accredited bodies and the DAP Head Office, as well as by one another regarding their qualification and general conduct (monitoring).

System Committees at DAP are forums to coordinate and rule the general processing, assessment and appraisal of activities of accreditation.

Committee for Accreditation (AfA) DAP Responsible:

The Committee for Accreditation operates as a coordinating body and can also reach decisions of general principle regarding accreditation procedures which are binding on all Sector Committees. Furthermore, especially in cases of complicated and new accreditations, the AfA is integrated in deciding on the granting, suspension or withdrawal of accreditation after hearing the Sector Committees concerned.

The Committee for Complaints functioning as an arbitration board, deals with complaints from applicants and accredited institutions regarding decisions on the granting, refusal, suspension and withdrawal of accreditations, as well as other complaints.
